PageRank is all about links. The more links (and the better quality they are) the higher your PR will go. If you need ideas on how to get more backlinks, this article is a good place to start:

Having other, higher PR sites that are about a similar topic to your site linking to your site, WITHOUT having a link on your site back to them will raise pagerank quite quickly.
But it’s more than that - your web pages need to "flow". Your content needs to go along with your choosen keywords, the page needs relevant title and description meta tags, and the site needs to work - no broken links, etc..
Having a site with a lot of Flash and Java content, with little "hard" html will take forever to raise PR - search engines can’t read Flash and Java content.
Submitting your site to internet directories (like DMOZ) and search engines (like Google) will help getting listed in searches.
Domain age plays a big role - anything less than 3-6 months old isn’t going to get bumped up in PR, unless there are a ton of quality incoming links to your site.
That’s just some bullet points. There is a LOT to raising PR, and to SEO in general.
